Safety Orientation Course for Workers, Metalworking (MSOC) 

All workers performing manual labour in the manufacturing of basic metals, fabricated metal products, machinery or equipment, and electrical machinery and apparatus are required to attend the Metalworking Safety Orientation Course (MSOC). It is the employers' responsibility under the safety laws to ensure that their workers possess valid MSOC certificates before they engage in the scope of work.  

From 1 Oct 2009, the Ministry of Manpower will introduce the following additional requirements for the affected foreign workers:

(a) Work Permit holders working in Singapore for the first time will be required to attend the MSOC and sit for the test within 14 calendar days of arrival in Singapore.

(b) Work Permit holders who have worked in Singapore previously must have a MSOC certificate which is valid for at least a month at the time of work permit issuance. Other wise, they will be required to attend and sit for the MSOC test. 

(c) At the time of Work Permit renewal, the worker's MSOC certificate must have a remaining validity of at least a month. 

(d) For existing workers, re-certification will be required every 2 years if they have less than 6 years of working experience in Singapore or every 4 years if they have worked in Singapore for 6 years or more. The workers need not attend the course prior to the test. Unless they fail the re-certification test, they will have to attend the course and pass the re-test. 

(e) The workers will be tested on their rights and responsibilities under employment laws in Singapore. 


Work Permit holders who are required to undergo the MSOC will be informed through the In-Principle Approval letters or the Work Permit Renewal Notice.

Self Assessment on WSH Act and its subsidary legislations

The WSH Act had came into effect on 1 March 2006. It stipulates that every person must take reasonably practicable measures to ensure the safety and health of every workplace and worker.
