The Workplace Safety and Health (WSH) Council was established on 1 April 2008. It comprises 16 leaders from the major industry sectors (including construction, manufacturing, marine industries, petrochemicals and logistics), the Government, unions and professionals from the legal, insurance and academic fields.
The Council works closely with the Ministry of Manpower and other Government agencies, the industry, unions and professional associations to develop strategies to raise WSH standards in Singapore and to realise the national WSH 2018 strategy.
The Council's main functions are to:
- Build industry capabilities to better manage WSH
- Promote safety and health at work and recognise companies with good WSH records
- Set acceptable WSH practices
Under the Council, six industry committees have been formed to address the specific WSH challenges in their respective sectors:
- Construction and Landscaping Committee
- Chemical Industries Committe
- Healthcare Committee
- Logistics and Transportation Committee
- Marine Industries Committee
- Metalworking and Manufacturing Committee

To lead industry efforts in strengthening capabilities and building a progressive culture in WSH
The logo symbolises all stakeholders working hand-in-hand for WSH. The Council represents one of the dots – signifying its position as one of the stakeholders. The other five stakeholders are employers, employees, the government, professionals and the community. Vibrant green signifies safety and that of a young fresh organisation, while a cool gray is used for a modern, corporate look. The symbol resting on its edge signifies a dynamic organisation. |

The Industry Capability Building (ICB) department drives WSH capability building efforts in organisations, persons and delivery resources. ICB will raise WSH standards in organisations through programmes such as bizSAFE, Risk Management Assistance Fund (RMAF) and the Culture Building Programmes. The department will oversee including the implementation of a comprehensive competency framework for WSH professionals and the workforce, as well as the development of curriculum and certification requirements.
The WSH Practices and Research (P&R) department drives the development and adoption of good WSH practices, and conducts research and environmental scans to develop new measures to improve WSH outcomes in Singapore. P&R also provides specialist and customised WSH solutions, and positions the WSH Council as an internationally-renowned centre for WSH information and advisory services.
The Strategy and Management (S&M) department provides policy guidance, and oversees the work planning, budget allocation and business performance monitoring functions of the Council Office. S&M also works with MOM to monitor the achievements and implementation of WSH 2018 strategies.

The precursor to the Workplace Safety and Health Council was the Workplace Safety and Health Advisory Committee (WSHAC). The WSHAC was formed in late 2005, to help galvanise industry efforts to raise workplace safety and health standards in Singapore. The 14-member advisory committee comprised leaders from across the major industry sectors, including oil and gas, construction, manufacturing, property development, legal, insurance, academia, unions and associations.
The role of the WSHAC was to advise the Ministry of Manpower on workplace safety and health standards, promotion and training, and address the unique challenges of key sectors. The WSHAC incorporated 4 industry-specific sub-committees, in the areas of construction, metalworking, shipbuilding and ship-repairing and healthcare. Two functional sub-committees on competency, education and training, and engagement and publicity were formed in late 2006.
